When POLITICO Europe published that story this morning on the retrial of a man facing charges in Hungary after an attack on Hungarian border guards, the reporter and editors left a lot out of the story.
Ministers from the V4 plus Serbia, Slovenia, Croatia, Greece, Romania and Bulgaria agreed that the EU should expand the Schengen zone and include countries from the Western Balkans along with establishing energy security

The Salzburg Forum agreed that members would help each other if need be in border protection operations under the coordination of Frontex, the EU’s border protection agency. The participants also agreed to support dispatching Frontex units in Serbia and Macedonia

According to Schengen rules, if people enter the Schengen zone by crossing the Hungarian border and do not have proper documentation, then Hungary has a legal obligation to ensure that those people do not leave until their status is clarified.
"Hungary actually never closed its borders to refugees or migrants. Anyone, even in the last two years, who wanted to cross the border legally [could use] border crossing stations.
