Government Resolution 1120/2022 (III. 7.) of the Government on troop movements and certain related tasks in connection with the crisis in Ukraine

The Government, with respect to Article 47 of the Fundamental Law, Hungary's obligations under the Charter of the United Nations, and its membership in the North Atlantic Treaty Organization (hereinafter referred to as NATO) and the European Union, and the North Atlantic Council's decision PO(2022)0050. of 16 February 2022 and PO(2022)0085 of 24 February 2022, in order to facilitate the deployment of Allied Forces and other tasks in connection with the crisis in Ukraine:

  1. as confirmed by the decisions of NATO Heads of State and Government Council in Brussels on 25 February 2022,  authorizes the transit of NATO Response Forces through Hungary by land and air, as well as their deployment in Hungary [Baranya County, Fejér County, Komárom-Esztergom County, Győr-Moson-Sopron County, Somogy County, Tolna County, Vas County, Veszprém County, Zala County, the area of Pest County bordered by the Danube line and Fejér County, and the area west of the Danube line of Budapest (hereinafter together referred to as “Transdanubia”)];
  2. except for the transit to Ukraine, authorizes the transit by land and air of Allied armed forces not covered by paragraph 1, based on a NATO decision, through the territory of Hungary and, as necessary, their deployment to Hungary (Transdanubia), including participation in exercises and training exercises;
  3. authorizes the transfer by land and air of assets (military equipment and platforms intended for lethal force delivery) subject to the Allied Forces’ Decision 2022/338/CFSP of the Council of the European Union (EUMC) of 28 February 2022 on the European Peace Facility Support Measure for the purpose of providing military equipment and platforms intended for lethal force delivery to the Ukrainian Armed Forces, to other Allied Member States on the territory of Hungary;
  4. applies a stricter national policy in order to protect its essential security interests, and thus does not authorize the transfer by land and air from the territory of Hungary to Ukraine of equipment (military equipment and platforms intended for lethal force) covered by Decision 2022/338/CFSP of the Council of the European Union (EUMC) of 28 February 2022 on the European Peace Facility Support Measure for the purpose of providing lethal military equipment and platforms to the Ukrainian armed forces;
  5. authorizes the transfer by land and air of equipment (equipment and supplies intended for non-lethal force, such as personal protective equipment, first aid equipment and fuel) subject to Allied Forces Council Decision 2022/339/CFSP of 28 February 2022 on the European Peace Facility Support Measure to the Armed Forces of Ukraine in support of the Armed Forces of Ukraine, from the territory of Hungary to another Allied Member State or, as appropriate, from the territory of Hungary to the territory of Ukraine;
  6. agrees to the transfer of additional medical and other humanitarian materials not covered by paragraph 5 to Allied Member States and, as necessary, through Hungary to Ukraine;
  7. requests the Minister of Defense to inform the National Security Operational Staff of requests for technical authorizations from the Allied Armed Forces in connection with the above points; Responsible: Minister of Defense Deadline: as they arise
