Hungary’s EU presidency achieved historical successes

Amid institutional challenges and global crises, Hungary’s EU presidency has delivered transformative achievements, including the adoption of the Budapest Competitiveness Declaration and the expansion of the Schengen Area. In a press conference this morning with Minister János Bóka, we reviewed Hungary’s six-month EU presidency.

Hungary’s six-month EU presidency navigated a turbulent geopolitical landscape to secure key outcomes that will shape the future of the European Union. With Minister for EU Affairs János Bóka, we outlined these accomplishments at a press briefing, highlighting the significance of the Budapest Competitiveness Declaration, advancements in EU enlargement, and Hungary’s resilience in the face of institutional opposition and external crises.

Minister Bóka emphasized the complexities of leading during a time marked by global economic uncertainties and significant institutional resistance. "Despite operating under immense pressure, including institutional obstruction and crises, Hungary achieved historic decisions that benefit the entire European Union," he noted.

A centerpiece of the presidency was the Budapest Competitiveness Declaration, which “sets specific expectations for restoring Europe’s competitiveness," Minister Bóka explained. He added, "The real test lies with EU institutions. They must take the Budapest Competitiveness Declaration seriously to ensure progress."

We are particularly proud of Hungary’s organizational excellence throughout the presidency. Over the past six months, we successfully hosted 173 events and facilitated 63 additional engagements, drawing over 20,000 participants to Hungary. Our careful planning and fiscal discipline ensured that we remained well within the €37.2 billion budget, proving that efficiency and quality can coexist.

One of the presidency’s major achievements was the progress made in EU enlargement, particularly regarding Romania and Bulgaria’s accession to the Schengen Area. "Romania and Bulgaria’s full membership is not only about border control; it carries significant national and geopolitical importance," Minister Bóka said.

Hungary also hosted the EU-Western Balkans Summit, providing a platform for critical dialogue. "The Western Balkans’ integration is essential for a stable and competitive Europe," Minister Bóka affirmed. He further highlighted the success of negotiations that paved the way for Serbia to advance in its EU accession talks.

Reflecting on the presidency’s legacy, we underscored the exceptional performance of Hungary’s civil service. We are proud of our organizers, financial managers, and security personnel, including the TEK, firefighters, and police, whose efforts were vital to the presidency’s success.

Minister Bóka also addressed the presidency’s diplomatic achievements, including chairing 1,204 working group meetings and initiating 17 trilogues with the European Parliament. "We reached agreements in nine cases, which is a testament to Hungary’s ability to foster consensus and drive progress," he said.

Looking ahead, Hungary is committed to ensuring that the presidency’s accomplishments translate into lasting change. By March, we will publish a detailed report outlining the results and future implications of our leadership. This is not just about closing one chapter, it’s about setting a standard for what EU presidencies can achieve when there is vision, determination, and unity.

Hungary’s EU presidency has laid a strong foundation for addressing Europe’s pressing challenges, from competitiveness to integration. As we reflect on our journey, one thing is clear: Hungary has demonstrated that even in the face of adversity, meaningful progress is possible. We will continue to champion a stronger, more united Europe because that is what the European Union—and its citizens—deserve.
