The office said the European Commission was excluding European Union member states from certain decision-making processes in order to distribute funds according to its own political agenda.
"This is not a budget for the European Union, this is Ukraine's budget," Tamás Menczer said.
"We will clearly see what kind of Europe they want, and we will clearly indicate what kind of Europe we wish to see," Minister Bóka said.
Csaba Dömötör said Hungarian farmers had already experienced what it was like when the European Commission opened the EU markets to Ukrainian grain products in 2022.
The prime minister said in a video statement uploaded to Facebook that the EC proposal would "bankrupt Europe" and put an "unbearable burden" on families.
Minister Szijjártó said Hungary was being forced to pay the price of the Commission's support for Ukraine.
The Hungarian government is doing everything to make sure that Hungarian students and researchers no longer suffer discrimination.
Didier Reynders said the Commission will continue consultations with Hungary on the implementation of all reforms and the fulfilment of all criteria necessary for unlocking the funds.
